The best thing you could do to reduce the number of enemies is to get a decent infiltration rate before starting missions. in vanilla, if you didn't move, the enemies never really searched for you, but in LW2, they will come towards you. With the exception that they are smarter in reacting to noises, they will investigate gunfights, so you can be overwhelmed much faster. I get around the same amount of enemies that you would get in vanilla X2.
